SUMMARY AS INTRODUCED:
Governor's spending authority in absence of a general appropriation act. Authorizes and requires the Governor to continue to provide only those services and spend only those funds that are necessary to directly protect the safety and health of the citizens of the Commonwealth and to pay any debt that is due and owing that is backed by the full faith and credit of the Commonwealth during any period in which there is no general appropriation act. The bill appropriates a sum sufficient amount for such services and expenditures. The Governor is also authorized to spend funds appropriated by the General Assembly pursuant to an act that is not contained in a general appropriation act. The bill also requires the Governor to provide a list to the General Assembly by June 30, 2006, of those services he would provide and those funds that he would expend pursuant to the provisions of this act for the period July 1, 2006, through July 31, 2006, if there is no general appropriation act in effect during that period of time. The bill expires July 1, 2008. The bill declares that an emergency exists and that the bill is in effect upon its passage.
