WHEREAS, India Meissel of the Suffolk Public Schools is recognized as the 2006-2007 National Outstanding Social Studies Teacher of the Year; and

WHEREAS, a teacher at Lakeland High School, India Meissel is the current Virginia Council for the Social Studies 2005-2006 Teacher of Year, as well as the inaugural recipient of the Mary V. Bicouvaris Award for Excellence—in honor of Virginia's first National Teacher of the Year; and

WHEREAS, the National Outstanding Social Studies Teacher of the Year includes a $2,500 cash prize and is awarded by the National Council for the Social Studies (NCSS) at its annual conference, which will be held in 2006 on December 1-3 in Washington, D. C.; and

WHEREAS, NCSS provides leadership, service, and support for all social studies educators who are instrumental in teaching students "the content knowledge, intellectual skills, and civic values necessary for fulfilling the duties of citizenship in a participatory democracy"; and

WHEREAS, during the conference, India Meissel will speak on her classes’ annual oral history projects in which students interview war veterans; and

WHEREAS, India Meissel will also present an overview on an interdisciplinary approach to lessons on the Holocaust, along with fellow-teacher Debbie MacInnes; and

WHEREAS, a gifted and dedicated educator, India Meissel is an inspirational role model for her fellow teachers across the Commonwealth; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend India Meissel on her well-deserved recognition as the 2006-2007 National Outstanding Social Studies Teacher of the Year; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to India Meissel as an expression of the General Assembly’s admiration and gratitude for her commitment to the young people of Suffolk and the Commonwealth.
