SENATE JOINT RESOLUTION NO. 5021
Celebrating the life of James J. Waters.

WHEREAS, James J. Waters of Vienna, respected citizen and longtime supporter of the Vienna Babe Ruth League, died on December 30, 2005; and

WHEREAS, James "Jim" Waters, his wife, Doris, and their four children moved to the then sleepy, suburban community of Vienna in 1960; and

WHEREAS, a great mentor to young people, Jim Waters was best known for his tremendous support of the community and Vienna's Babe Ruth League, first as a team coach for his two eldest sons' teams and then as regional director, state director, and league president; and

WHEREAS, over the years, Jim Waters was also instrumental in the establishment of the concession stand at Oakton High School and the construction of baseball dugouts at Madison High School; and

WHEREAS, in 1971, for all of his hard work on behalf of the Babe Ruth League, Jim Waters was honored by having the ball field next to the Vienna Community Center named Waters Field, and in 1999, he was inducted into the Babe Ruth League Hall of Fame; and

WHEREAS, Jim Waters had a long and successful career with Potomac Electric Power Company (PEPCO), retiring in 1986 after 40 years of exemplary service; and

WHEREAS, dedicated to improving the quality of life of all of his fellow residents, Jim Waters served as right-of-way representative and liaison between PEPCO and the Washington Suburban Sanitary Commission and was honored with the Joseph E. Powell Fellowship Award for his uncommon dedication to the community; and

WHEREAS, Jim Waters was an active and faithful member of St. Mark's Catholic Church from its founding, supported its many missions in the Vienna community, and served as an usher; and 

WHEREAS, Jim Waters will be sorely missed by Doris, his beloved wife of 60 years; his four children, Michael, Tim, Tom, and Jeanne; his 13 grandchildren and 11 great-grandchildren; and his countless friends and admirers in Vienna; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly mourn the passing of an outstanding community benefactor and fine Virginian, James J. Waters; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of James J. Waters as an expression of the General Assembly’s respect for his memory.
