Commending John T. Frey.

WHEREAS, John T. Frey, Clerk of the Fairfax Circuit Court, was named the 2006 Public Official of the Year by the National Association of County Recorders, Election Officials, and Clerks at its annual conference August 3-4, 2006, in Chicago; and

WHEREAS, the prestigious honor is the highest the National Association of County Recorders, Election Officials, and Clerks (NACRC) bestows and recognizes the member who has best exemplified a commitment to excellence and exhibited superior service to the community; and

WHEREAS, an admired member and leader of NACRC for more than a decade, John Frey has served on the association's board of directors for the past decade and served as president in 2002-2003; and

WHEREAS, John Frey is a dedicated and highly motivated NACRC member, who has served the Fairfax Circuit Court with distinction and professionalism; and

WHEREAS, in the 1990s, John Frey was instrumental in the passage of Virginia’s first electronic filing statutes and the implementation of the state's first land records electronic recording system; and

WHEREAS, John Frey has been invaluable in the automating of the Fairfax Circuit Court’s land records recording process, as well as the upgrading and expansion of the Commonwealth's first remote access system for court records; and

WHEREAS, John Frey has given his time and immense talents to numerous professional and civic organizations, serving as a member of the board of the Fairfax Bar Foundation, president of the Virginia Metropolitan Circuit Court Clerks’ Association, and as the governor's appointee to the State Public Records Advisory Board and the Virginia Board for People with Disabilities; and

WHEREAS, a respected civic leader, John Frey is committed to excellence in the administration of the court system and providing the best possible public service to all of the citizens of Fairfax County; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend and congratulate John T. Frey as the worthy recipient of the 2006 Public Official of the Year award from the National Association of County Recorders, Election Officials, and Clerks; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to John T. Frey as an expression of the General Assembly’s appreciation for his many outstanding achievements and gratitude for his dedication to the residents of Fairfax County.
