2006 SPECIAL SESSION I
068047392WHEREAS, H. Phillip Smith, a respected member of the Danville City Council and a dedicated public servant, is recognized for his outstanding service to the City of Danville; and
WHEREAS, Phillip Smith received his education from the University of Richmond and Rutgers University; and
WHEREAS, an innovative leader and a strong voice for his fellow residents of Danville, Phillip Smith was elected to City Council in May 1998 and again in May 2002; and
WHEREAS, an advocate for prosperity and enlightened economic development for the Danville community, Phillip Smith has served as a member and former chairman of the Danville Redevelopment and Housing Authority's Board of Commissioners and as a member of the Virginia Municipal League's Finance Committee; and
WHEREAS, Phillip Smith served on the Employees’ Retirement System Board of Trustees from 1995 to 1998 as an appointee of the city council and continued to serve the Board as the mayor’s representative from 1999 to June 2006, and he was a valuable member of the Danville Utility Commission from 1999 to June 2006; and
WHEREAS, as chairman of the Mayor’s Task Force for Council-elected Council Members, Phillip Smith spearheaded four public hearings held throughout the city to receive input from the public regarding their opinion of the council election process; and
WHEREAS, Phillip Smith has served the City of Danville and City Council with great devotion, experience, and skill and has supported public policies that have helped improve the quality of life of all of the citizens of Danville and the region; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend H. Phillip Smith for his extraordinary dedication and public service; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to H. Phillip Smith as an expression of the General Assembly’s gratitude for his commitment to the well-being of the people of the City of Danville and the Commonwealth.
