Commending Charlotte A. Collins.

WHEREAS, Charlotte A. Collins of Cross Junction, college dean and professor of music, is retiring after 34 years of outstanding service to Shenandoah University, her profession, and the community; and

WHEREAS, Charlotte Collins is the exemplary Dean of the Conservatory in music, theatre, and dance at Shenandoah University; and

WHEREAS, Charlotte Collins received an undergraduate degree in music education at the University of Michigan, a bachelor's in education from Bowling Green State University, a master's in business administration from Shenandoah University, a master's in music from the University of Michigan, and did postgraduate study at the Eastman School of Music; and

WHEREAS, before joining Shenandoah University, Charlotte Collins taught music in the public school systems in Illinois and Ohio and was a teaching fellow at the University of Michigan; and

WHEREAS, during her tenure at Shenandoah University, Charlotte Collins established the university concert bureau, the radio series, and the preparatory school; developed a graduate curriculum, including the doctoral program in music; and was integral in the organization and implementation of countless other programs and initiatives at the school; and

WHEREAS, Charlotte Collins has been a member of the coordinating committee from 1983 to 2006 and project director from 1984 to 1985 of the Performing and Visual Arts Northwest, a regional K-12 magnet school for the arts sponsored by six school divisions in Northern Virginia; and

WHEREAS, Charlotte Collins has served in numerous important leadership positions over the years with the Virginia Music Educators Association, including serving as its president from 1988 to 1990; and

WHEREAS, a leader among her peers, Charlotte Collins has been an active participant and contributor to many professional and civic organizations, including the Southern Association of Colleges and Schools, the National Association of Schools of Music, the State Council of Higher Education for Virginia, the Virginia Commission for the Arts, the Virginia Department of Education, the Shenandoah Valley Youth Orchestra, and the Shenandoah Apple Blossom Festival; and

WHEREAS, Charlotte Collins is a member and contributor to the Music Educators National Conference, the Delta Kappa Gamma Education Honorary, the Phi Delta Kappa Education Honorary, the Sigma Alpha Iota Professional Music Fraternity, the American Association of University Women, and the Cultural Alliance of Greater Washington; and

WHEREAS, Charlotte Collins was honored with the Wilkins Leadership Award in 1988, Distinguished M.B.A. Alumna Award in 1989, the Winchester-Frederick Chamber of Commerce Service Award in 1990, the James Madison University Greater Madisonian Award in 1992, the Virginia Music Educators Association Teacher of the Year Award in 1999, the United States Air Force Airmen of Note Recognition in 2000, and the Algernon Sydney Sullivan Award in 2003; and

WHEREAS, Charlotte Collins is a great supporter of quality music education and a mentor to aspiring music educators; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Charlotte A. Collins on her outstanding 34 years of service to Shenandoah University; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Charlotte A. Collins as an expression of the General Assembly’s gratitude for her lifelong dedication to music education and best wishes for a happy and rewarding retirement.
