068578392WHEREAS, Will Pannill is an honored recipient of the first Virginia Community College Chancellor’s Award for Leadership in Philanthropy; and
WHEREAS, the Chancellor’s Award for Leadership in Philanthropy is a new award designed to recognize the vital role of community college benefactors, who make a difference in the lives of students, as well as demonstrate a passion for the important mission of community colleges—ensuring that deserving people receive the advantage of a college education; and
WHEREAS, Chancellor Glenn DuBois of the Virginia Community College System presented the 2006 awards to 23 outstanding community college benefactors, one honoree from each of the system’s 23 colleges; and
WHEREAS, Will Pannill, the exemplary honoree from Patrick Henry Community College (PHCC), is recognized for his extraordinary dedication and service to the PHCC Foundation, the college, its students, and the community; and
WHEREAS, Will Pannill was nominated for the prestigious award by the board of directors of the Patrick Henry Community College Foundation, a not-for-profit organization that promotes community awareness of the college and secures private contributions, bequests, and donations and accounts for, manages, and helps appreciate money or property submitted to the foundation; and
WHEREAS, as part of the award, a newly established Commonwealth Legacy Scholarship will be named for each honoree at his respective community college, and the Will Pannill Scholarship will be awarded this fall at PHCC; and
WHEREAS, Will Pannill was an enthusiastic member of the Patrick Henry Community College Foundation board of directors from 1986 to 2001 and was its chairman from 1988 to 1992; and
WHEREAS, Will Pannill headed the college's first endowment campaign, “Continue the Revolution,” which far exceeded its fund-raising goals; and
WHEREAS, Will Pannill was instrumental in the development of the PHCC Foundation from its early activities, through two successful capital campaigns and the establishment of giving programs, to its establishment as a thriving foundation with assets valued at nearly $10 million; and
WHEREAS, Will Pannill continues the philanthropy of the Pannill family, his father and aunts, who established the William L. Pannill Scholarship Foundation in memory of their grandfather, the founder of Pannill Knitting Co., which has provided hundreds of scholarships to the children of Pannill Knitting employees and through proceeds given to the PHCC Foundation to establish an endowed scholarship fund and an endowed professorship; and
WHEREAS, committed to the PHCC and its neighbors, Will Pannill has given generously of his time and immense talents to numerous community organizations, serving as chairman of the board of Tacoma Management Inc., DBA Taco Bell, and the Brenner Children’s Hospital Advisory Board; as former president of the Martinsville/Henry County American Heart Association, the Carlisle School Board, the Martinsville/Henry County Chamber of Commerce, the Piedmont Arts Association, and the Pannill Scholarship Foundation; and as a member of the board of Hampden-Sydney College, TekXam, the Boys and Girls Club of Martinsville/Henry County, and the Virginia Foundation of Independent Colleges; and
WHEREAS, Will Pannill attended the Virginia Episcopal School and graduated with a bachelor's degree from Hampden-Sydney College; he and his wife, Susan, live in Martinsville and have four lovely children; and
WHEREAS, a hard-working and generous community benefactor, Will Pannill is dedicated to the growth and continuing development of the endless opportunities and excellence in education provided to Virginia's students by the Virginia Community College System; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend and congratulate Will Pannill for his well-deserved recognition as an honored recipient of the first Patrick Henry Community College Chancellor’s Award for Leadership in Philanthropy; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Will Pannill as an expression of the General Assembly’s appreciation for his numerous achievements and gratitude for his commitment to the citizens of the Commonwealth.
