HOUSE BILL NO. 5029 AMENDMENT IN THE NATURE OF A SUBSTITUTE (Proposed by the House Committee on Appropriations on September 18, 2006) (Patron Prior to Substitute--Delegate Hamilton) A BILL to facilitate restorations at Christopher Newport University due to fire damage.

Be it enacted by the General Assembly of Virginia:

1. § 1.  Christopher Newport University is authorized to proceed immediately on building construction, renovations, and repairs made necessary by the August 4, 2006, fire that damaged Madison Hall.

 The Secretary of Finance is authorized to provide Christopher Newport University anticipation loans of sufficient moneys to finance construction, repairs, and renovations. These loans will provide cash to perform work in anticipation of reimbursement from insurance carriers and other funds generated by Christopher Newport University.

2.  That an emergency exists and this act is in force from its passage.
