SB 5016 Transportation funding for N. Va.; imposition of taxes and fees by localities for transportation.

SUMMARY AS INTRODUCED:
Supplemental transportation funding for Northern Virginia. Permits the localities that are members of the Northern Virginia Transportation Authority to impose additional local taxes and fees to be used by the Authority for transportation projects in the localities. The additional taxes and fees are: (i) annual vehicle registration fees per axle as follows: $30 for passenger cars; $40 for pickup or panel trucks; $20 for trailers; $15 for motorcycles; $50 for trucks; and $12 for all other vehicles; (ii) an initial registration fee at the time the vehicle is first registered in the locality at the rate of 0.50% of the value of the vehicle at the time the vehicle is first registered in the locality by the owner; (iii) a local sales and use tax at the rate of 0.50%; and (iv) the grantors tax is raised from $0.20 per $100 of value to $0.30 per $100 of the value of the real estate being recorded, with an additional local option grantors tax at a rate of $0.10 per $100 of the value of the real estate. All moneys received by the Authority from these additional taxes and fees shall be used for the primary benefit of those localities imposing all of the additional taxes and fees.
The membership of the Authority is altered to provide for two additional members from the House of Delegates; one additional member from the Senate; and a mayor from a town within a county that is a member of the Authority.
The Authority shall use all the revenues generated by the bill as follows:
1. An amount shall be distributed in each fiscal year to the Washington Metropolitan Area Transit Authority (WMATA) to provide funds to the Authority as may be required under federal law for the payment of certain federal funds to WMATA. The Authority shall make such annual distribution from such revenues (i) only to the extent required under federal law for the payment of federal funds to WMATA, and (ii) only if the Counties of Arlington and Fairfax and the City of Alexandria are imposing additional local fees;
2. $20 million received in each fiscal year shall be distributed to the Virginia Railway Express for capital projects directly relating to transportation by rail, but only if Prince William County is imposing the additional local fees; and
3. All other revenues shall be used for transportation projects for the localities embraced by the Authority as determined by the Authority.
