Study; joint subcommittee to study low voter turnout; report. Establishes a joint subcommittee to study factors contributing to Virginia's low voter turnout and recommend steps to increase participation. The joint subcommittee is directed in particular to examine the redistricting process, frequency of elections, and the possibility of appointing rather than electing some officials.
