SUMMARY AS PASSED:

Study; directing the Joint Legislative Audit and Review Commission to evaluate the administration of the Comprehensive Services Act; report. Directs the Joint Legislative Audit and Review Commission to evaluate the administration of the Comprehensive Services Act. In conducting this two-year study, the Commission shall, among other things, (i) evaluate the costs, quality, and reimbursement of children's residential services; (ii) examine the interdepartmental regulation of these facilities; (iii) assess the administration of the CSA by state and local governments; (iv) evaluate the quality and capacity of services available to and provided for CSA children; and (v) determine whether CSA children receive appropriate care, case management, education, and supervision. In each year of the study, JLARC will brief the Joint Subcommittee to Study the Cost Effectiveness of the Comprehensive Services for At-Risk Youth and Families Program established pursuant to SJR 96 (2006), and the chairmen of the House and Senate money and health committees. This study is a recommendation of the Joint Subcommittee Studying Private Youth and Single Family Group Homes in the Commonwealth pursuant to HJR 685 (2005).

This study is a recommendation of the Joint Subcommittee Studying Private Youth and Single Family Group Homes in the Commonwealth pursuant to HJR 685 (2005).

SUMMARY AS INTRODUCED:

Study; interdepartmental regulation of and Comprehensive Service Program reimbursement for placements in certain children's facilities; report.  Directs the Joint Legislative Audit and Review Commission to evaluate the regulatory scheme and implementation of the interdepartmental regulatory program for children's facilities to determine if the program should be continued or the regulatory responsibilities returned to the specific agencies; collect data on and analyze the services purchased through CSA to determine if the rates are rationally and cost effectively set; identify local impact from across jurisdictional lines vis-ą-vis costly services that are not reimbursed through CSA and any adverse incentives for across jurisdictional line placements; identify the impact on CSA children when placed across jurisdictional lines away from their families, communities, and potential support networks; determin the impact on delivery of appropriate case management and quality assurance by the funding jurisdiction when CSA children are placed across jurisdictional lines to determine whether such children are receiving appropriate care, case management, education, and supervision; and determine the regulatory and fiscal steps that are necessary, if any, to control costs, obtain quality services, ensure accountability, and protect children, particularly when they are placed across jurisdictional lines. This two-year study is a recommendation of the Joint Subcommittee Studying Private Youth and Single Family Group Homes in the Commonwealth pursuant to HJR 685 (2005).
