Shortline Railway Preservation and Development Fund.  Creates a Shortline Railway Preservation and Development Fund to foster retention, maintenance, and improvement of shortline railways and development of railway transportation support facilities that are essential to the Commonwealth's continued economic growth, vitality, and competitiveness in national and world markets.
