SUMMARY AS INTRODUCED:
Pre-clearance drug testing program. Requires the Virginia Employment Commission to prepare a plan for a voluntary pre-clearance program for drug-free employees. The program will allow participants to be tested for illegal substance use at the expense of the Commonwealth, and those who pass the test would be referred to employers who have notified the Commission that passing a drug screening test is a condition for employment. The Commission is required to complete its plan by November 30, 2006.
