SUMMARY AS INTRODUCED:
Eminent domain; definition of public uses. Provides a definition of public uses and specifies instances in which the condemnation of real property may be used by a public entity to convey such property to a nongovernmental person or entity. Under the bill, "public uses" shall not include the use of eminent domain authority to condemn property if the intent is to increase or enhance tax revenues unless the increased or enhanced tax revenues are merely incidental when compared to the benefits that will accrue to the public.
