SUMMARY AS INTRODUCED:
Department of Corrections; eligibility for good conduct allowance; literacy and education. Requires that the Governor's appointees to the Board of Correctional Education include educators and a citizen with an immediate family member incarcerated in Virginia. The bill provides for good conduct allowance for prisoners depending on their performance and conduct in which escalating credits toward good conduct allowance are available in four class levels. The highest level available is 50% credit for those prisoners with exemplary behavior and who have earned or are making progress toward earning their general educational development (GED) certificate. The bill includes a literacy requirement for inmates, and allows for good conduct credits to be earned through reading.
