SUMMARY AS INTRODUCED:
Department of Minority Business Enterprise; certification of small, woman- or minority-owned businesses. Includes small and women business enterprises in the certification program administered by the Department of Minority Business Enterprise. The bill provides that such certification programs shall deny certification to vendors from states that deny like certifications to Virginia-based small, women, or minority business enterprises or that provide a preference for small, women, or minority business enterprises based in that state that is not available to Virginia-based businesses. The bill requires the Department to adopt regulations that mandate certification, without any additional paperwork or fee, of any prospective state vendor already certified under any certification program that is determined to meet the minimum requirements established in the regulations of the Department. The bill also provides that a business certified by the Department shall not be required by any locality to obtain any additional certification to participate in any program designed to enhance the participation of such businesses as vendors or to remedy any documented disparity.
