SUMMARY AS PASSED:

Elections; post-election procedures; recounts.  Provides for political party and candidate representatives to be present during certain post-election procedures:  any examination of sealed voting devices on authorization of the State Board of Elections; an examination of sealed ballots on authorization of the State Board or local board; and the electoral board meeting to ascertain the results of the election.  The bill requires the State Board to post on the Internet notice of changes made to the election night results by local electoral boards and made to certified results by a recount court.

The bill also provides that a recount court will have discretion to order manual recounts of ballots counted by optical scan tabulators only "for good cause shown."

The bill also provides that a recount court's discretion to order manual recounts of certain ballots is subject to a "for good cause shown" standard.
