SUMMARY AS PASSED: (all summaries)

Failure to pay toll; penalties.  Provides that the same persons who may use the Chesapeake Bay Bridge-Tunnel and toll facilities of the Richmond Metropolitan Authority without having to pay a toll may also use toll facilities operated pursuant to the Public-Private Transportation Act of 1995 toll-free. The bill also provides that if a driver fails to pay a required toll and the matter proceeds to court, he will be liable, in addition to the amount of the unpaid toll and administrative fees of the toll facility operator, for a civil penalty of $50 for a first offense, $100 for a second offense, $250 for a third offense, and $500 for a fourth or subsequent offense. The bill also provides for nonissuance and nonrenewal of vehicle registrations of persons who fail to pay tolls until all tolls, fees, and penalties have been paid. Several technical changes are also made in the manner in which offenders are to be identified and prosecuted.
