Campaign finance; filings by candidates and campaign committees; statements of organization; penalties. Provides that a candidate's statement of organization shall be filed within 10 days of accepting a contribution or making an expenditure for his campaign, paying a primary or party nomination filing fee, or filing a statement of qualification. The bill also provides for a minimum penalty of $250 up to a maximum of $500 (modifying the present up to $500 penalty) for a failure to file the statement of organization within 10 days of filing a statement of qualification.
