065789766WHEREAS, Judge Robert P. Beaver of Mechanicsville, a respected citizen and retired judge of the general district court who served the citizens of Hanover County for many years, died on September 16, 2005; and
WHEREAS, a native of Altoona, Pennsylvania, Robert Beaver graduated from Dickinson College and came to Richmond to attend the University of Richmond's T.C. Williams School of Law, where he completed the three-year program in two years; and
WHEREAS, Robert Beaver served his country in the United States Army, and during the 1950s he was offered a chance to play for the Pittsburgh Pirates baseball organization, but knowing that athletes at the time did not make much money, his family insisted he pursue a career in law instead; and
WHEREAS, from 1959 to 1966, Robert Beaver served as an attorney with the firm of Bremner, Merhige, Montgomery, and Baber; he left the practice when senior partner Robert Merhige was appointed a federal judge, practiced first with two other firms and then started his own private law practice; and
WHEREAS, Robert Beaver was elected by the General Assembly to fill a vacancy in the 15th Judicial District in 1990; and
WHEREAS, during his time on the bench, Judge Beaver built an enviable reputation for diligence and fairness and “loved to hear legal arguments, and did not mind at all making a tough decision”; and
WHEREAS, Judge Beaver retired as a full-time judge in 2003, but continued to serve as a substitute judge; and
WHEREAS, throughout his judicial career, Judge Beaver earned the respect of his colleagues on the bench, attorneys and courthouse staff, and the citizens of Hanover County; now, therefore, be it
RESOLVED by the Senate of Virginia, That the Senate note with great sadness the loss of an outstanding Virginian, Judge Robert P. Beaver; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Judge Robert P. Beaver as an expression of the high regard in which his memory is held by the members of the Senate of Virginia.
