WHEREAS, the highways of the Commonwealth have become increasingly congested; and

WHEREAS, the congestion causes an increased slow-down of traffic; and

WHEREAS, traffic congestion increases the time it takes citizens to commute to and from places of business; and

WHEREAS, the recent increase in gas prices only makes the need to efficiently travel more important; and

WHEREAS, certain types of large vehicles add to traffic congestion because of their larger size and lesser ability to gain and maintain a steady speed; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the Department of Transportation be requested to study the feasibility of limiting large, heavy, or slow-moving vehicle use of state highways during peak hours.

In conducting its study, the Department of Transportation shall consider the impact that limiting large, heavy, or slow-moving vehicle use of state highways during peak hours would have on businesses that use over-sized vehicles and the strain their limitation would lift off of passenger-type vehicles traveling on highways during peak hours.

All agencies of the Commonwealth shall provide assistance to the Department of Transportation for this study, upon request.

The Department of Transportation shall complete its meetings by November 30, 2006, and shall submit to the Governor and the Chairmen of both the House and Senate Transportation Committees an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2007 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
