SENATE JOINT RESOLUTION NO. 27
Celebrating the life of Theophlise Lee Twitty.

WHEREAS, Theophlise "T." Lee Twitty of Newport News, a distinguished attorney and exemplary public servant, died November 3, 2005; and

WHEREAS, born in Suffolk on October 6, 1951, Theophlise Twitty graduated from John F. Kennedy High School in 1969, earned an undergraduate degree from the United States Military Academy at West Point in 1973, completed a degree in public administration at the Golden Gate University in San Francisco in 1976, and received a law degree from the T.C. Williams School of Law of the University of Richmond in 1980; and

WHEREAS, Theophlise Twitty served his country in the United States Army, assigned to the Transportation Corps and the Judge Advocate General's Corps,  attaining the rank of major; and

WHEREAS, Theophlise Twitty was appointed by Governor L. Douglas Wilder to the Council on Alcohol and Drug Abuse Problems; he also served as a member of the Virginia State Board of Corrections and as an assistant attorney general in the Office of the Attorney General; and

WHEREAS, in 1995, Theophlise Twitty began the law firm of Jones and Twitty to practice criminal and civil litigation, establishing offices in Hampton and Newport News; and

WHEREAS, committed to providing quality legal service to all citizens, Theophlise Twitty served as the general counsel and executive director of the Peninsula Legal Aid Center; and

 WHEREAS, as an adjunct law professor, Theophlise Twitty mentored young new attorneys at the Marshall-Wythe School of Law at the College of William and Mary; and

WHEREAS, Theophlise Twitty was an active member of the Virginia State Bar and held key leadership positions in the Old Dominion Bar Association, Hampton Bar Association, and the Peninsula Bar Association; and

WHEREAS, Theophlise Twitty served the citizens of Hampton Roads and the Commonwealth with sensitivity and conviction and will be sorely missed by his family, his numerous friends and admirers, and the congregation of Carver Memorial Presbyterian Church in Newport News; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly mourn the passing of an outstanding Virginian, Theophlise Lee Twitty; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Theophlise Lee Twitty as an expression of the General Assembly’s respect for his memory.
