SENATE JOINT RESOLUTION NO. 265
Celebrating the life of Dr. Kennard Samuel Brackney, Sr.

WHEREAS, Dr. Kennard Samuel Brackney, Sr., revered citizen and minister in Hampton Roads, died on December 26, 2005; and

WHEREAS, Kennard Brackney was born in Washington, D.C., in 1938 and began teaching Sunday school at age 14 and preaching at age 16; and

WHEREAS, in 1959, he was awarded an associate of arts degree from Campbell University; a bachelor of science degree in 1966 and a master of education degree in 1970, both from the University of Maryland; a master of divinity degree from Eastern Baptist Theological Seminary in 1973; and a doctorate in higher education administration from Old Dominion University in 1993; and

WHEREAS, Dr. Brackney taught and was a principal in the Anne Arundel County, Maryland, Public Schools and taught at Pinebrook Junior College, Coopersville, Pennsylvania, while also founding churches in Maryland and Pennsylvania; and

WHEREAS, Kennard Brackney was ordained as a minister in 1972, and through great faith, vision, and sacrifice, founded and served as president of the Faith Bible College—previously known as the Hampton Roads School of Biblical Studies—and was executive director of the Metropolitan Association of Christian and Private Schools of Hampton Roads; he also served as consulting and interim pastor at many churches throughout Hampton Roads; and

WHEREAS, Kennard Brackney was a loving husband for over 45 years, a father to two children, and grandfather to four grandchildren; and

WHEREAS, Kennard Brackney served as an educator and minister throughout his life; his dedication to the Lord Jesus and his love for people always showed through his ministry and his work; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Dr. Kennard Samuel Brackney, Sr.; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Dr. Kennard Samuel Brackney, Sr., an admired and respected minister, as an expression of the respect in which his memory is held by the members of the General Assembly.
