2006 SESSION
063849724WHEREAS, J. Frank Shepherd of Sidling Hill Farm in Millboro, a respected local attorney and community supporter, died on November 19, 2005; and
WHEREAS, Frank Shepherd was born on October 29, 1932, in Johnson City, Tennessee, graduated from Science Hill High School, and attended Washington and Lee University, where he earned a law degree in 1957 and received an honorary doctoral degree in law in 1970; and
WHEREAS, Frank Shepherd served his country as a Captain in the United States Army and remained in the Army Reserve for many years while maintaining a local law office in Lynchburg; and
WHEREAS, Frank Shepherd retired from the private practice of law and settled on his farm in Bath County, where he developed a deep belief in the importance of supporting and contributing to the well-being of the community; and
WHEREAS, Frank Shepherd participated in community affairs and local and state politics and was active as a delegate for the Democratic Party; and
WHEREAS, Frank Shepherd generously contributed his time and expertise to many civic and professional organizations, including as a commander of the American Legion Post #92 of Hot Springs and as a member of the American Angus Association, the Natural Bridge Soil and Water Conservation District, the Mountain Soil and Water Conservation District, and the Adopt-A-Highway program; and
WHEREAS, Frank Shepherd will be sorely missed by his family, his numerous friends and colleagues, and the congregation of St. Luke's Episcopal Church; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly mourn the passing of an outstanding Virginia gentleman, J. Frank Shepherd; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of J. Frank Shepherd as an expression of the General Assembly’s respect for his memory.
