SENATE JOINT RESOLUTION NO. 205
Celebrating the life of Anne Kincaid.

WHEREAS, Anne Kincaid, a respected citizen and anti-abortion activist who became one of the most prominent grassroots organizers in the social conservative movement in Virginia, died on March 31, 2005; and

WHEREAS, born in Richmond, where her grandfather was pastor of Branch's Baptist Church, the young Anne Booker strayed from the church and was a self-proclaimed "flower child"; she had an illegal abortion in 1970, and became a born-again Christian afterwards, devoting her life to the pro-life movement; and

WHEREAS, Anne Kincaid was a leading voice for the social conservative movement in the 1980s and 1990s, and helped organize people of faith into a powerful political force in the state during that time; and

WHEREAS, Anne Kincaid was a co-founder of The Family Foundation of Virginia, the oldest and largest pro-family organization in Virginia; and

WHEREAS, a tireless worker, Anne Kincaid was active in the Republican Party in Virginia, helped direct several political campaigns during her career, and served as the director of constituent services under Governor George Allen; and

WHEREAS, Anne Kincaid was the chief lobbyist on behalf of a bill requiring minors to notify a parent or guardian if they are seeking an abortion, which took almost 15 years of advocacy on her part in the General Assembly before the legislation was passed in 1997; and

WHEREAS, a committed and articulate activist for the pro-life movement, Anne Kincaid was one of the most widely recognized lobbyists in the capital for nearly two decades; and

WHEREAS, Anne Kincaid was a tenacious fighter in her own life in her battle against recurring cancer, and her unwavering faith in God during her health battles was an inspiration to everyone who knew her; and

WHEREAS, Anne Kincaid will be remembered for her great compassion and vibrant spirit and will be sorely missed by her family, her friends and colleagues, and her numerous constituents, who could depend upon her as their voice and inspiration; and

WHEREAS, Anne Kincaid devoted her life to supporting public policy that protected the rights of all of the unborn children in Virginia; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly mourn the passing of an outstanding Virginian, Anne Kincaid; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Anne Kincaid as an expression of the General Assembly’s respect for her memory.
