WHEREAS, Edward L. Kelly, revered citizen and respected superintendent of Prince William County Public Schools for 18 years, died on January 5, 2006; and

WHEREAS, Edward Kelly was born on April 17, 1942, and completed his high school education, in Kirksville, Missouri; he earned a bachelor's degree in zoology and chemistry and a master's degree in secondary school administration from Northeast Missouri State University and received a doctoral degree in secondary school administration from Saint Louis University; and

WHEREAS, in 1970, Edward Kelly married Lynn White, who became the mother of their four children--Kristen, Shannon, Peter, and Jack; and

WHEREAS, Edward Kelly began his distinguished career in education as a science teacher and coach in Centralia, Missouri, teaching grades 7-12; and after teaching at various schools, he became the principal of Harlem High School, North Campus, in Rockford, Illinois, in 1974; and

WHEREAS, Edward Kelly served as superintendent of the Harlem Consolidated Schools in Rockford, Illinois, from 1975-1982 and of the Little Rock Schools in Little Rock, Arkansas, from 1982-1987; and

 WHEREAS, on July 1, 1987, Edward Kelly became superintendent of Prince William County Public Schools, which at the time had an enrollment of 37,665 students; and

WHEREAS, Edward Kelly provided superb leadership and profound wisdom during a period of tremendous growth and change in Prince William County; student enrollment increased to 69,081 students, and 23 elementary schools, five middle schools, and four high schools were built during his tenure for a total of 32 new schools; and

WHEREAS, Edward Kelly received numerous civic and professional awards for his uncommon dedication to the Prince William County community and especially to its children and their families; and

WHEREAS, when Edward Kelly retired as superintendent in 2005, his friends and colleagues established the distinguished Edward L. Kelly Scholarship Fund to honor his commitment to quality education for all of the students of the Prince William County Public Schools; and

WHEREAS, Edward Kelly will be fondly remembered for his great compassion and dignity and will be sorely missed by his beloved wife, children, other family members, and the citizens of Prince William County; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly note with great sorrow the passing of an exemplary educator, devoted public servant, and outstanding Virginian, Edward L. Kelly; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Edward L. Kelly as an expression of the General Assembly’s respect for his memory.
