SENATE JOINT RESOLUTION NO. 163
Commending the Virginia Student Councils Association on the occasion of its 100th anniversary.

WHEREAS, the Virginia Student Councils Association is recognized for its outstanding service to the students and future leaders of the Commonwealth for the past 100 years; and

WHEREAS, the Virginia Student Councils Association was established in 1905 in Albemarle County at Alberene High School, under the direction of its principal, Thomas Slater Settle, and was known as the Junior Community League; and

WHEREAS, the Junior Community League was affiliated with the adult group called the Community League, and both groups were a part of the state organization known as the Cooperative Education Association of Virginia; and

WHEREAS, the Cooperative Education Association organized public school students and provided them with excellent leadership training and the opportunity to participate and make a difference in school and community affairs; and

WHEREAS, in 1933, the Community League merged with the Parent-Teacher Association, becoming the Virginia Congress of Parents and Teachers; and

WHEREAS, in 1937, the Junior Community League changed its name to the Student Cooperative Association, but the organization’s essential mission to provide quality school leadership opportunities to students remained the same; and

WHEREAS, Virginia was the only state in the country in which the Congress of Parents and Teachers contributed extensively to a leadership program for all students in the public schools; and

WHEREAS, in 1955, the director of student activities of the National Association of Secondary School Principals, Gerald Van Pool, announced that Virginia's State Association of Student Councils was the oldest organization of its kind in the country; and

WHEREAS, in 1974, the Student Cooperative Association ended its affiliation with the Virginia Congress of Parents and Teachers and changed its name to the Virginia Student Council Association, coming under the auspices of the Virginia Association of Secondary School Principals; and

WHEREAS, in 1994, the Virginia Student Council Association became the Virginia Student Councils Association to emphasize the organization’s inclusion of all of the student leaders of member schools; and

WHEREAS, the Virginia Student Councils Association is committed to the advancement of leadership training for students and advisers throughout Virginia and is the state’s premier leadership learning association, as well as the first K-12 state student councils association in the country; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend and congratulate the Virginia Student Councils Association on the occasion of its 100th anniversary; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the Virginia Student Councils Association as an expression of the General Assembly's gratitude for its unique and invaluable contributions in training the students of the Commonwealth in the principles of leadership.
