WHEREAS, Kathy L. Mays, who has served as the director of judicial planning for the Office of the Executive Secretary at the Supreme Court of Virginia for 24 years, retired on April 1, 2005; and

WHEREAS, a native of Virginia Beach, Kathy L. Mays earned her undergraduate degree from Old Dominion University in 1973 and continued her education as a graduate fellow of the Institute of Court Management, as a participant in the Negotiation Project at Harvard University, and through postgraduate work at the University of Richmond and Virginia Commonwealth University; and

WHEREAS, prior to her service with the judicial system, Kathy L. Mays participated in numerous studies and served as the legislative coordinator and supervisor of research for the Virginia State Crime Commission; and

WHEREAS, as director of judicial planning, Kathy L. Mays guided the development of a comprehensive strategic planning process for Virginia's judicial system through which needed judicial system reforms were identified and addressed in a comprehensive and innovative manner; and

WHEREAS, Kathy L. Mays has developed programs such as the calendar management and delay reduction project, foreign language interpreter certification, and the family violence prevention project; addressed the needs of self-represented litigants; and developed judicial performance evaluations and problem-solving courts, including drug courts; and

WHEREAS, for the last 10 years Kathy L. Mays has served as the judicial system liaison to the General Assembly of Virginia and has earned the respect and admiration of legislators throughout the Commonwealth for her knowledge of the judicial process, her hard work and devotion to the government of Virginia, and her sincere, friendly, professional, and gracious manner in all situations; and

WHEREAS, throughout her lengthy years of service to the Commonwealth, Kathy L. Mays has established an enviable record of achievement characterized by her devotion to duty, her professionalism, her charm and grace, and her commitment to a better judicial system; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Kathy L. Mays on the completion of an exemplary career of public service; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Kathy L. Mays as an expression of respect and gratitude of the General Assembly of Virginia.
