WHEREAS, Robert N. Baldwin, outstanding public servant and respected executive secretary to the Supreme Court of Virginia,  retired in April 2005; and

 WHEREAS, Robert Baldwin, a native of Roanoke, received a bachelor of arts in political science from the University of Richmond in 1967 and a law degree from the T.C. Williams School of Law at the University of Richmond in 1970; and

WHEREAS, Robert Baldwin served his country in the United States Army, achieving the rank of first lieutenant, and was honorably discharged on May 26, 1972; and

WHEREAS, Robert Baldwin began his distinguished career as an instructor, an assistant professor, and then as assistant dean of the T.C. Williams School of Law; and

 WHEREAS, Robert Baldwin was appointed executive secretary to the Supreme Court of Virginia in 1976; and

WHEREAS, through his extraordinary efforts and stewardship, Robert Baldwin has had a great impact on the judicial system of the Commonwealth by improving access to justice for all Virginians, enhancing education and training for the judiciary and clerks of courts, and implementing a unified district court system and an automated system for the courts that is a national model; and

WHEREAS, the position of executive secretary demands skill, leadership, innovation, and diplomacy, and Robert Baldwin has provided invaluable assistance and leadership in the development of an efficient, uniform, and accessible court system; and

WHEREAS, as president or as a member of numerous local, regional, and statewide boards and committees, Robert Baldwin is committed to addressing the challenges confronting Virginia's judicial system; and

WHEREAS, Robert Baldwin is recognized nationally as an outstanding state court administrator,  serving as president of the Conference of State Court Administrators and receiving two presidential appointments to serve on the Board of the State Justice Institute; and

WHEREAS, Robert Baldwin received the Albert L. Strum Award for Outstanding Public Administrator, the Distinguished Service Award from the National Center for State Courts, the Jury Management Award from the American Bar Association, the Warren E. Burger Award for Service in Judicial Administration, and the Virginia Social Science Association Award for Public Administration; and

WHEREAS, Robert Baldwin was selected as a Virginia Law Foundation Fellow and in January 2005 was selected by the Virginia Bar Association as recipient of the William B. Spong Professionalism Award; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Robert N. Baldwin on the completion of an exemplary career of public service and wish him every happiness and success in his future endeavors; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Robert N. Baldwin as an expression of the admiration and gratitude of the General Assembly.
