Be it enacted by the General Assembly of Virginia:

1.  § 1. That the Secretaries of Transportation and Natural Resources shall conduct an environmental impact study, pursuant to the procedures established under subsection B of § 10.1-1188, that includes, but is not limited to, an analysis of the impact of HOT lanes and any other strategies used to expedite the movement of traffic from the Springfield Interchange at the convergence of Interstates 95, 395, and 495 to the Woodrow Wilson Bridge.
