HOUSE JOINT RESOLUTION NO. 543
Commending Augustine J. Fagan.

WHEREAS, Augustine J. Fagan, after 20 years, has announced his retirement as Executive Director of Central Virginia Community Services on April 1, 2006; and

WHEREAS, Augustine “Gus” J. Fagan was ordained into the priesthood, and earned a master’s degree at Catholic University in Washington, D.C.; and

WHEREAS, Gus Fagan began his career by teaching at Father Judge Seminary in Amherst County; and

WHEREAS, Gus Fagan accepted a position as head of Old Dominion Job Corps, and served as director of Lynchburg Sheltered Industries, a work and training program for people with disabilities; and

WHEREAS, in 1986 Gus Fagan began his tenure as Executive Director of Central Virginia Community Services; and

WHEREAS, Gus Fagan and Central Virginia Community Services provide treatment programs in mental health, mental retardation and substance abuse for adults and children living in the City of Lynchburg, and the Counties of Amherst, Appomattox, Bedford, and Campbell; and

WHEREAS, during his tenure, Gus Fagan led Central Virginia Community Services as the program transitioned from being a part of a system of large, strategically placed institutions to that of a behavioral health system that is part of the larger community; and

WHEREAS, in the transition to a community-based program, Gus Fagan and Central Virginia Community Services have increased the number of clients served, assisting approximately 6,600 residents in 2005; and

WHEREAS, Gus Fagan and Central Virginia Community Services have also worked to assist emotionally disturbed children; and

WHEREAS, one of the goals Gus Fagan set for Central Virginia Community Services was the expansion of community housing for people with mental retardation and mental illness; and

WHEREAS, Gus Fagan has devoted much of his career to assisting people with handicaps as they seek opportunities for enhanced living, working, and community interaction; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Augustine J. Fagan for his long and successful career in support of people with disabilities and for his 20-year tenure as Executive Director of Central Virginia Community Services; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Augustine J. Fagan as an expression of the General Assembly's highest regard for his efforts on behalf of people with mental health, mental retardation and substance abuse issues.
