2006 SESSION
WHEREAS, Dr. Samuel Henley Carter of Fort Defiance, respected citizen, esteemed physician, and community supporter, died on January 26, 2006; and
WHEREAS, Samuel Henley Carter was born on July 17, 1921, in The Plains, was a graduate of Episcopal High School, the University of Virginia, and the University of Virginia School of Medicine; and
WHEREAS, Samuel Henley Carter was a member of the Seven Society, Saint Anthony Hall, and the Raven and IMP Societies; and
WHEREAS, on March 30, 1946, Samuel Henley Carter married Katherine Kivlighan of Staunton, his beloved wife of 59 years; and
WHEREAS, Dr. Carter served his country as a flight surgeon in the United States Air Force during World War II and the Korean War; and
WHEREAS, dedicated to the well-being of the residents of his community, Dr. Carter opened the Fort Defiance Medical Center in 1954 with Dr. William Painter, and together with Dr. Michael Hanna, practiced family medicine until his retirement; and
WHEREAS, Dr. Carter served on the Augusta County School Board from 1988 to 1995; the boards of the Virginia Alliance for Education and the Augusta Medical Center Hospice of the Shenandoah; and as a committee member of the hospice’s Camp Dragonfly for bereaved children, where he also volunteered for seven years; and
WHEREAS, Dr. Carter was the founder and co-owner of the Carter-Coffman Tree Farm in Fort Defiance, was a member of the Verona Kiwanis Club, and after his retirement, dedicated many hours to helping his fellow citizens in need; and
WHEREAS, Dr. Carter was a devoted member of Emmanuel Episcopal Church, where he served on the vestry and was junior warden; and
WHEREAS, Samuel Henley Carter will be fondly remembered as an excellent and caring physician and a wonderful father and will be missed by his loving wife and family, his numerous friends and patients, and the citizens of Fort Defiance; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the passing of an outstanding doctor and fine Virginian, Dr. Samuel Henley Carter; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Dr. Samuel Henley Carter as an expression of the General Assembly’s respect for his memory.
