HOUSE JOINT RESOLUTION NO. 390
Commending the Home Builders Association of Virginia.

WHEREAS, the “American Dream” of homeownership promotes economic stability, family values, neighborhood safety, and community spirit; and

WHEREAS, the home building industry is recognized as one of the few remaining industries that is and will continue to be “Made in America” and that continues to employ hundreds of thousands of Virginians in good, solid jobs where they can handcraft a product that generations to follow can be proud of; and

WHEREAS, the Home Builders Association of Virginia was founded on October 8, 1956, to ensure the vitality of the home building industry, so as to benefit its members and create an adequate supply of safe, decent, and affordable housing for all the citizens of the Commonwealth; and

WHEREAS, the Home Builders Association of Virginia has dedicated a significant portion of its members' resources and talents to represent the home building industry before the General Assembly of Virginia and agencies of the Commonwealth that impact the housing climate in Virginia; and

WHEREAS, the Home Builders Association of Virginia has partnered with the General Assembly of Virginia to enact such landmark housing legislation as the Uniform Statewide Building Code in 1972, the Virginia Residential Landlord and Tenant Act in 1974, and the Vested Rights Act in 1998; and

WHEREAS, the Home Builders Association of Virginia has been called upon by such state agencies as, the Department of Housing and Community Development, the Department of Transportation, the Department of Environmental Quality, the Department of Conservation and Recreation, the State Department of Health, and the Department of Professional and Occupational Regulation, to provide timely and instructive information on matters before them that might impact the housing climate in Virginia; and

WHEREAS, the Home Builders Association of Virginia has been an active partner of the Virginia Housing Commission since its creation in 1970, and in its continuing search for adequate housing for all Virginians, has been a valuable and reliable sponsor and participant in the annual Virginia Housing Conference since its beginning in 1987; and

WHEREAS, in 2001 the Home Builders Association of Virginia acquired, rehabilitated, and returned the Stewart-Lee House, the Civil War home of General Robert E. Lee and his family, to its former glory as a perpetual tribute to the historic fabric of the City of Richmond and the Commonwealth; and

WHEREAS, the Home Builders Association of Virginia, has grown to nearly 6,000 member firms, representing home building and associated firms providing products and services to the housing industry, and consequently, has become nationally recognized as one of Virginia’s “premier” industry associations for the effectiveness of its state government relations program and its numerous high-quality educational forums and member benefit services; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend and congratulate the Home Builders Association of Virginia on the occasion of its 50th  anniversary, which will be celebrated at their 50th  Anniversary Celebration on Friday, March 24, 2006, at The Jefferson Hotel in Richmond, Virginia; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Home Builders Association of Virginia as an expression of the General Assembly’s congratulations and best wishes for continued growth and success.
