2006 SESSION
WHEREAS, Electronics Technician First Class (SEAL) Jeffrey A. Lucas, United States Navy, was killed in action near Asadabad, Afghanistan, in Kunar Province; and
WHEREAS, Jeffrey A. Lucas, a United States Navy SEAL stationed in Norfolk, Virginia, lived in Virginia Beach, Virginia, with his wife, Rhonda and son, Seth; and
WHEREAS, a native of Corbett, Oregon, Jeffrey A. Lucas dreamed of being a SEAL in the fourth grade when he wrote a paper on United States Special Forces, stating that he wanted to be a Navy SEAL because they are the best; and
WHEREAS, Jeffrey A. Lucas became a SEAL in 1994 after completing Basic Underwater Demolition/SEAL training with class 191 at Naval Special Warfare Center, Coronado, California; and
WHEREAS, Jeffrey A. Lucas distinguished himself as a SEAL operator and as an expert in a number of qualifications including sniper, sniper instructor, and military freefall parachutist; and
WHEREAS, Jeffrey A. Lucas earned multiple decorations during his Navy career, including a Bronze Star (with “V” for Valor), Purple Heart, Navy and Marine Corps Achievement Medal (4 awards), Meritorious Unit Commendation, Combat Action Ribbon, National Defense Service Medal (2 awards), Armed Forces Service Medal, Kosovo Campaign Medal, Afghanistan Campaign Medal, Global War on Terrorism Service Medal, Humanitarian Service Medal, Sea Service Deployment Ribbon (4 awards), NATO Medal, Navy Expert Rifleman Medal and Navy Expert Pistol Shot Medal; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a courageous and patriotic American, Electronics Technician First Class (SEAL) Jeffrey A. Lucas; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Electronics Technician First Class (SEAL) Jeffrey A. Lucas, United States Navy, as an expression of the high regard in which his memory is held by the members of the General Assembly and the citizens of Virginia and the nation.
