WHEREAS, Officer Stanley Cornell Reaves, of the Norfolk Police Department, is remembered for his valiant performance as a law-enforcement officer and for his loving care of his wife, five-year-old daughter, and one-year-old son; and

WHEREAS, Officer Reaves served his country in the United States Army, worked on patrol in high-crime areas of Baltimore for 10 years, and then decided it was best for his family to move to a slower paced life and less hazardous police duty in Norfolk; and

WHEREAS, on October 28, 2005, Officer Reaves, cruising alone, had just finished a call when he was flagged down by a citizen reporting that a man was acting erratically in a street nearby; and

WHEREAS, Officer Reaves was tragically killed in the line of duty when he got out of his patrol car on DeBree Avenue near 27th Street, in the neighborhood of Park Place, and unknowingly approached a man armed with a gun; and

WHEREAS, even though Park Place has experienced recent renewal and renovation, it and other area neighborhoods remain target areas for drug crime by the Norfolk Police Department, where officers like Stanley Cornell Reaves routinely patrol; and

WHEREAS, committed to protecting Norfolk citizens from violent crime, Officer Reaves was a courageous 33-year-old, who lived a simple and responsible life; and

WHEREAS, Officer Reaves was fulfilling his lifelong dream to be a committed public servant and a responsible husband and father, building a better life for himself and his loved ones; and

WHEREAS, the loss of Officer Reaves is tragic, not only for his family, but also for his fellow officers and the citizens of Norfolk, and is a reminder of the great sacrifices made by our police officers and all first responders throughout the Commonwealth and the nation; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with sadness the passing of a fine law-enforcement officer and outstanding Virginian, Stanley Cornell Reaves; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Stanley Cornell Reaves as an expression of the respect in which his memory is held by the members of the General Assembly.
