Requesting the Secretary of Commerce and Trade and the Secretary of Health and Human Resources to study the relocation of the Southeastern Virginia Training Center in the City of Chesapeake and the development of its existing location in a way that would be economically beneficial to the Commonwealth and the City of Chesapeake. WHEREAS, the Administration's 2006-2008 proposed budget includes replacing the Southeastern Virginia Training Center with a state-of-the-art residential treatment facility for those seeking treatment in the Commonwealth's mental health and mental retardation care system; and

WHEREAS, the property in the City of Chesapeake on which the Center is currently located is surrounded by valuable commercial and industrial property; and

WHEREAS, the Commonwealth, with the assistance of the City of Chesapeake and its industrial development authority, can find a purchaser or purchasers for such property as well as a new location for the new Center; and

WHEREAS, once the property is sold and developed a special taxing district might be created that could benefit both the Commonwealth and the City of Chesapeake; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Secretary of Commerce and Trade and the Secretary of Health and Human Resources be requested to study the relocation of the Southeastern Virginia Training Center in the City of Chesapeake and the development of its existing location in a way that would be economically beneficial to the Commonwealth and the City of Chesapeake.

In conducting its study, the Secretary of Commerce and Trade and the Secretary of Health and Human Resources shall (i) examine various options for selling and developing the property on which the Center is located; (ii) consider other locations in the City of Chesapeake for the new Center; and (iii) create a long-term plan most beneficial to the Commonwealth, the City of Chesapeake, and the mental health community.

Technical assistance shall be provided to the Secretary of Commerce and Trade and the Secretary of Health and Human Resources by the Virginia Economic Development Partnership. All agencies of the Commonwealth shall provide assistance to the Secretary of Commerce and Trade and the Secretary of Health and Human Resources for this study, upon request.

The Secretary of Commerce and Trade and the Secretary of Health and Human Resources shall complete their meetings by November 30, 2006, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2007 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
