2006 SESSION
WHEREAS, two-and-a-half years after a boating accident that nearly took her niece's life, Robyn Boggs of Fairfax County has become one of the nearly 9,000 recipients of the Carnegie Medal for heroism established by Andrew Carnegie in 1904 to honor individuals who knowingly risk or sacrifice their own life to save another; and
WHEREAS, the Carnegie Hero Fund Commission presented the 2005 medal and a $3,500 grant to Robyn Boggs and 17 fellow heroes across the United States and Canada; and
WHEREAS, in August of 2003, the Boggs' family was celebrating birthdays and a leisurely day on the Potomac River in Stafford County, when a tragic boating accident occurred; and
WHEREAS, Robyn Boggs' 12-year-old son was attempting to ski behind her father-in-law's 18-foot motorboat, while she and her niece, Sarah, floating in life vests about 2,000 feet from shore, watched; and
WHEREAS, after several attempts to get up on skis, Robyn's son finally was successful and his grandfather, with the sun in his eyes, turned to watch the young boy as he fell into the water; and
WHEREAS, as the boat circled around to pick the boy up it headed right towards Sarah; Robyn Boggs reached her niece from 12 feet away and quickly pushed her away from the oncoming boat, but sustained devastating injuries when the boat hit her instead; and
WHEREAS, Robyn Boggs' heroism and selflessness resulted in saving the life of her 11-year-old niece; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Robyn Boggs as a recipient of the distinguished Carnegie Medal for heroism; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Robyn Boggs as an expression of the General Assembly's gratitude for her heroic actions.
