Commending Viola O. Baskerville.

WHEREAS, Viola O. Baskerville of Richmond is recognized for her longtime service to the citizens of the Richmond metropolitan area and the Commonwealth; and

WHEREAS, Viola Baskerville grew up in Richmond's Woodville community, attended Richmond Public Schools through the eighth grade and college preparatory school in Massachusetts; and

WHEREAS, Viola Baskerville graduated from The College of William and Mary in 1973, the University of Iowa College of Law in 1979, and was a Fulbright Scholar; and

WHEREAS, dedicated to the well-being of the citizens of the Richmond metropolitan area, Viola Baskerville has been a tireless and valuable supporter of health issues relating to women and children, economic empowerment for persons in need, and urban revitalization; and

WHEREAS, Viola Baskerville generously gives her time and immense talents to numerous civic and professional organizations and has been honored with many distinguished awards for her advocacy of domestic violence prevention, children's health issues, and women's reproductive health concerns; she was the recipient of the YWCA's Outstanding Woman Award in Government and Politics in 1998; and

WHEREAS, Viola Baskerville was a representative on the Richmond City Council from 1994 through 1997; became vice mayor of Richmond in 1996; and was the chair of the Land Use and Housing Committee, the cochair of the James River Partnership, and a member of both the Planning Commission and the Finance Commission; and

WHEREAS, Viola Baskerville served as a member of the House of Delegates representing the citizens of the 71st district from 1998 until 2005, at which time she resigned to run for the office of lieutenant governor; and

WHEREAS, during her tenure as a delegate, Viola Baskerville patroned significant legislation for her neighbors and the citizens of the Commonwealth and was a dedicated member of the joint subcommittee studying lead poisoning and the joint subcommittee studying access and diversity in higher education; she also served on the important standing committees of Health Welfare and Institutions and Science and Technology; and

WHEREAS, committed to improving the quality of life for all of the residents of the City of Richmond and Henrico County communities, Viola Baskerville has been a decisive voice in the civic affairs of the Commonwealth and responsive to the needs of its citizens; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Viola O. Baskerville for her valuable public service; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Viola O. Baskerville as an expression of the General Assembly's appreciation for her many accomplishments.
