2006 SESSION
WHEREAS, Judge Isaac Clinton Miller, an admired and respected commissioner of the Virginia State Corporation Commission and former member of the House of Delegates of Virginia retires on January 31, 2006; and
WHEREAS, Isaac Clinton "Clint" Miller was born May 24, 1939, in Ferguson, North Carolina; attended public schools in Wilkes County, North Carolina, and Shenandoah County, Virginia; earned an undergraduate degree from American University; and received a law degree from Washington and Lee University Law School; and
WHEREAS, when not engaged in academics, Clint Miller maintained a music career, recording "Bertha Lou" which made the "Top 100” and was privileged to perform with popular celebrities, such as Paul Anka, Roy Clark, and Jimmy Dean; and
WHEREAS, after being admitted to the bar, Clint Miller practiced law in Shenandoah County from 1965 to 1996 and served as Commonwealth's Attorney for Shenandoah County from 1967 to 1971; and
WHEREAS, Clint Miller served as a member of the board of directors for numerous civic and professional organizations and was president of the Shenandoah County Bar Association from 1974 to 1976; and
WHEREAS, in 1972 Clint Miller was elected to the House of Delegates of Virginia, representing the 26th District, where he served until 1995; and
WHEREAS, during his time in political office, Delegate Miller sponsored important legislation for the citizens of Virginia and served in numerous key leadership positions, including the Housing Study Commission, the State Governmental Management Committee, the Joint Legislative Audit and Review Commission, and the Drug Task Force of the State Crime Commission and he also served on the House standing committees of Courts of Justice; Privileges and Elections; Counties, Cities, and Towns; Claims; and Appropriations; and
WHEREAS, an exceptional attorney and experienced legislator, Delegate Miller served as the Virginia representative for the Criminal Law Section at the National Conference of State Legislatures; and
WHEREAS, Judge Miller was elected to the State Corporation Commission on January 25, 1996, and took office as a commissioner on February 15, 1996; and
WHEREAS, inasmuch as the structure of the State Corporation Commission is unique, organized as a separate department of government with delegated administrative, legislative, and judicial powers, Judge Miller's vast experience as prosecutor and legislator, his profound wisdom, and his unquestioned integrity have well-served the interests of the citizens of Virginia; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Judge Isaac Clinton Miller for his judicial acumen and his long and exemplary career of public service; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Judge Isaac Clinton Miller as an expression of the General Assembly’s gratitude for his outstanding service with the Virginia State Corporation Commission and best wishes for a long and happy retirement.
