060170276WHEREAS, the Environmental Protection Agency requires Northern Virginia localities to test vehicle emissions and have those vehicles that exceed acceptable standards repaired; and
WHEREAS, the current inspection and maintenance program developed by the Department of Environmental Quality requires automobile owners to have their vehicles tested on a biennial basis; and
WHEREAS, the Department of Environmental Quality has recently promulgated regulations to administer an on-road emissions testing program using remote sensing devices; and
WHEREAS, such on-road testing can both prescreen clean vehicles to avoid traditional inspections and identify gross polluters; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Department of Environmental Quality be requested to increase the use of on-road remote sensing of vehicle emissions to identify gross polluters and increase the percentage of vehicles that may be prescreened using on-road remote sensing of vehicle emissions in the Northern Virginia nonattainment area.
The Department of Environmental Quality shall submit to the Division of Legislative Automated Systems an executive summary and report of its progress in meeting the requests of this resolution no later than the first day of the 2007 Regular Session of the General Assembly. The executive summary and report shall be submitted for publication as a report document as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website.
