HOUSE JOINT RESOLUTION NO. 178
Commending Judy Ritchie.

WHEREAS, Judy Ritchie, clerk of the Harrisonburg-Rockingham County 26th District Juvenile and Domestic Relations Court, retired in 2005 after 34 years of outstanding service to the Commonwealth; and

WHEREAS, the Harrisonburg-Rockingham County Juvenile and Domestic Relations Court was established in 1970, and Judy Ritchie began her service with the court on September 20, 1971; and

WHEREAS, in 1973 the court was split into two jurisdictions and Judy Ritchie became the clerk of the Rockingham Court and upon the retirement of Vi Loomis as clerk of the Harrisonburg Court in 1978, she became clerk of both courts; and

WHEREAS, the two courts were combined in 1980 into the present Harrisonburg-Rockingham 26th District Juvenile and Domestic Relations Court; and

WHEREAS, Judy Ritchie masterfully orchestrated the difficult task of moving the court to a new location on three occasions—the Harrisonburg Police Department in 1973, to the first floor of the Harrisonburg-Rockingham County Judicial Center in 1993, and to its present location on the second floor in August of 2004; and

WHEREAS, Judy Ritchie has worked for three distinguished judges, the Honorable Beverly B. Bowers, the Honorable Charles S. McNulty, and the current judge, the Honorable Marvin C. Hillsman, Jr.; and

WHEREAS, Judy is active in community affairs and is a dedicated member of the Sunrise Church of the Brethren, where she serves on the hospitality committee; and

WHEREAS, throughout her long and exemplary career, Judy Ritchie served the Harrisonburg-Rockingham County 26th District Juvenile and Domestic Relations Court with great skill, dedication, and integrity; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Judy Ritchie for her many years of exemplary public service to the citizens of the City of Harrisonburg and Rockingham County; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Judy Ritchie with the best wishes of the General Assembly for a joyful and fulfilling retirement.
