HOUSE JOINT RESOLUTION NO. 12
Celebrating the life of Sergeant Tromaine K. Toy, Sr.

WHEREAS, United States Army Sergeant Tromaine K. Toy, Sr., a resident of the Town of Eastville on the Eastern Shore in Northampton County, was killed in action in Iraq on April 16, 2005; and

WHEREAS, Tromaine Toy, a polite, well-mannered and respected young man, was a 1998 graduate of Northampton High School, a member of the basketball team, and winner of the school's outstanding sportsmanship award; and

WHEREAS, Tromaine Toy was a devoted husband and father who loved basketball, joking around, and shopping, which he continued in Iraq online, sending a steady stream of presents home to loved ones; and

WHEREAS, Sergeant Toy served his country in the Army in Kosovo and South Korea with the 2nd Battalion, 17th Field Artillery Regiment, 2nd Brigade Combat Team, 2nd Infantry Division and arrived in Iraq in the summer of 2004 and was scheduled to redeploy to Fort Carson later in 2005; and

WHEREAS, on April 20, 2005, Sergeant Toy and two other soldiers of the 2nd Infantry Division artillery unit were patrolling in the Ramadi area when an improvised bomb, believed to have been detonated by insurgents, destroyed their tank; and

WHEREAS, Sergeant Toy was devoted to his wife, Dominique, and two children, 18-month-old Tromaine K. Toy, Jr., and six-year-old daughter, Arian, as well as his parents, grandmother, brother and numerous extended family members; and

WHEREAS, Sergeant Toy's tragic death was the first wartime service casualty from Northampton County in almost 35 years and is a reminder of the perils faced daily by the thousands of young Americans who serve in our armed forces overseas and whose devotion to duty places them in harm's way; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a courageous and patriotic Virginian, Sergeant Tromaine K. Toy, Sr.; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Sergeant Tromaine K. Toy, Sr., as an expression of the high regard in which his memory is held by the members of the General Assembly and the citizens of Virginia.
