HOUSE JOINT RESOLUTION NO. 10
Commending George Carpenter Snead.

WHEREAS, George Carpenter “Chip” Snead, assistant city manager for operations for the City of Roanoke since 2001, retired on June 10, 2005; and

WHEREAS, born in Richmond and raised in Clifton Forge, Chip Snead earned a bachelor's degree in chemistry from The Citadel in Charleston, South Carolina, and a master's degree in teaching from the University of North Carolina at Chapel Hill; and

WHEREAS, Chip Snead served as an instructor at The Citadel from 1968 until 1969 and as a member of the faculty at Virginia Polytechnic Institute and State University from 1969 until 1974; and

WHEREAS, attracted to public service, Chip Snead began his career in public administration in Craig County, Virginia, serving as the administrator from 1975 until 1982; and

WHEREAS, in 1982 Chip Snead came to the City of Roanoke as director of administration and public safety; and

WHEREAS, Chip Snead's long and prestigious career included the posts of director of public safety from 1994 to 2000 and assistant city manager for community development from 2000 to 2001; and

WHEREAS, since May 2001, Chip Snead has served with superior skill and assiduity as assistant city manager for operations, ably managing numerous city departments including Technology, General Services, Civic Facilities, Fire-Emergency Management Services, Public Works, Human Resources, Environmental and Emergency Management, and Management and Budget; and

WHEREAS, Chip Snead was an honored 2003 graduate of the Senior Executive Institute at the University of Virginia Weldon Cooper Center for Public Service; and

WHEREAS, a member of the International City Management Association (ICMA), Chip Snead achieved the noteworthy designation of ICMA Credentialed Manager in 2003; and

WHEREAS, Chip Snead has given his time and considerable talents as a board member of the Children’s Health Investment Program, as president of the board of the National Conference for Community and Justice, and as a dedicated contributor to the Roanoke Regional Chamber of Commerce and the New Century Council; and

WHEREAS, George Carpenter Snead has served the citizens of the City of Roanoke with great competence, care, and dignity for 24 years; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend George Carpenter Snead on his long and exceptional career; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to George Carpenter Snead as an expression of the General Assembly's best wishes for a happy retirement and gratitude for his outstanding service to the citizens of the City of Roanoke.
