Be it enacted by the General Assembly of Virginia:

1.  § 1. That the Governor is hereby authorized to convey to Moon of Norfolk, LLC, and its successors and assigns, upon consultation with the Marine Resources Commission and the Attorney General, such rights, title, and interest as the Commonwealth may have in the parcel of land and all subaqueous lands thereunder generally described as that property located at 533, 535, 537, 539 and 545 Front Street, the City of Norfolk, Virginia, and said parcel being further described as follows:  All that certain lot, piece or parcel of land, lying, situate and being at Atlantic City, the City of Norfolk, Virginia, and more particularly bounded and described as follows: Beginning at a point in the southern line of Front Street where the said southern line intersects the eastern line of the property which was conveyed by Samuel B. Harrell, Special Commissioner, to International Compress Company, Incorporated by deed dated June 1, 1906, and duly of record in the Office of the Clerk of the Circuit (formerly Corporation) Court of the City of Norfolk, Virginia ("Clerk's Office"), in Deed Book 151-B, at page 417, which said point of beginning is distance 145 feet in an easterly direction from the eastern line of the property formerly owned by William L. Lance; and from said point of beginning running thence easterly, along said southern line of Front Street, a distance of 290 feet, more or less, to the western line of the property now or formerly belonging to Security Storage & Safe Deposit Company, Incorporated (formerly owned by Nottingham & Wrenn); thence southerly, along the western line of said property now or formerly of Security Storage & Safe Deposit Company, Incorporated, to the Channel of the Elizabeth River; thence westerly, along the channel of the Elizabeth River and parallel, or nearly so, with the southern line of Front Street, to the southeastern corner of the property which was conveyed to the said International Compress Company, Incorporated, by the said Samuel B. Harrell, Special Commissioner, by the deed hereinabove referred to, which said point is distant 145 feet, more or less, in an easterly direction along said channel of the Elizabeth River from the eastern line of the property formerly owned by the said William L. Lance; and thence northerly, along the eastern line of the said property so conveyed to the said International Compress Company, Incorporated, to the point of beginning in the southern line of Front Street, containing a total of 3.99 acres, more or less, of which 2.8 acres, more of less, is subaqueous land to be conveyed by the Commonwealth.

            § 2. The conveyance shall be subject to such terms and conditions as are deemed proper and made in a form approved by the Attorney General.
