Be it enacted by the General Assembly of Virginia:

1. § 1. That neither the Commonwealth Transportation Board nor the Commonwealth Transportation Commissioner shall promulgate any regulation that diminishes funds allocated or allocable to any county with a population of less than 40,000 for use under the Rural Addition Program by reason of not having met subdivision ordinance requirements.
