065175380Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 30-19.1:11 as follows:
§ 30-19.1:11. Filing of revenue bills creating or increasing a fee.
A. When any revenue bill creating or increasing any fee of the Commonwealth is referred to the General Assembly House Finance Committee or Senate Finance Committee, the chairman of the committee shall require, prior to consideration of the bill by the committee, a written report from the Department of Taxation containing the following information: (i) when the fee was first established; (ii) the dates and amounts by which the fee has increased in the past 10 years; (iii) the purpose for the revenue from the fee, and whether any amounts of such revenue have been spent for other purposes in the past 10 years; (iv) the total annual amount of revenue raised from the fee in each of the past 10 years; and (v) the estimated amount of revenues that will be generated by the proposed increase and the reason for the increase.
