C. The Board of Education, in coordination with the Department of Planning and Budget, is hereby authorized to require a school division to participate in the school efficiency review described in this section as a component of a division level academic review pursuant to § 22.1-253.13:3. Any school division that the Board requires to participate in an efficiency review pursuant to this subsection shall not be charged for any of the costs of such review.
