Virginia Residential Landlord and Tenant Act; early termination of rental agreement by military personnel.  Prohibits a landlord from charging any liquidated damages for early termination of a rental agreement if the tenant is a member of the armed forces of the United States or the National Guard. The bill has an emergency clause and makes other technical corrections.
