Virginia Tobacco Settlement Board of Trustees; executive committee; annual report.  Authorizes the Virginia Tobacco Settlement Board of Trustees to establish an executive committee to transact the business of the Board in its absence. The executive committee is composed of the chairman, vice chairman, and three additional members of the Board. The bill also specifies March 31 as the date for the Board to provide its annual report to the Governor and General Assembly.
