SUMMARY AS INTRODUCED:

Charter; City of Richmond. Grants the mayor new powers, including a line-item veto and the ability to participate in the appointment of, assignment or use of, and removal of city employees. Other amendments will change the title of the vice mayor to president of the council; and give the mayor and council greater control over the school budget.
